James F. Riggins
Executive Director, Intelligence Community Programs and Initiatives

Mr. James F. Riggins joined NCSI in 2007 and serves as its Executive Director for Intelligence Community Programs and Initiatives. In this role he advises the CEO in all areas of the Intelligence Community (IC) and Department of Defense (DoD), while providing Business Development and Contracting expertise. Jim also provides oversight to both the NCSI Business Development Team and all activities within select DoD and IC strategic accounts. Prior to joining NCSI, Mr. Riggins was the Vice President and Director, Joint Programs for L-3 Communications, Intelligence Systems Business Unit. Jim is a retired Lt. Colonel, USAF, and brings more than 35 years of Intelligence and national security experience spanning broad functional, management, and resource areas, plus nine years of experience in IC contracting to the NCSI management team. Jim has served in the Pacific theater (3 tours), the National Security Agency (3 tours) and the Defense Intelligence Agency (2 tours) as well as at the Tactical, Strategic, and Combat Commands level. He retired from the Air Force after 24 years where he served in both operational and HQ Staff assignments, including Director of Security for HQ PACAF, Chief, Collection Management for the 7th Air Force in Korea and Chief of Staff for DIA’s innovative Joint Intelligence Virtual Architecture (JIVA) Program. During his tours at the National Security Agency, he graduated from the NSA Director's Junior Officer Cryptologic Career Program (JOCCP), and later served as Branch Chief for a Joint Service team of over 50 analysts providing SIGINT analytic support to PACOM and the National Command Authorities. As a Joint Officer, he crossed the Intelligence and Operations communities, focusing on providing Joint Intelligence in the Pacific region and supporting the military operations community. Jim has a BA in History from the University of Pittsburgh and a Masters in Administration from Central Michigan University.
